The tax has invented “a hook” for businessmen

Introduction of administrative responsibility for hired workers for not informing of supervising bodies on salary reception «in envelopes» is attempt to force businessmen to carry out any wishes of tax administration in a question of payment of taxes in the budget.

It was declared by the chairman of Federation of trade unions of workers of small and average enterprise of Ukraine Viacheslav Roi to correspondent of UNIAN, who making comments on the corresponding offer of the first deputy of the chairman of the State tax administration of Victor Shejbut, stated on session of the expanded board of the State Office of Public Prosecutor concerning legislation observance at payment of a salary and Pension fund filling.

«It will be «a hook» on which tax will hold almost each businessman, - V. Roi has told – employees of tax militia it is easy «will organize» some statements of workers that they have got informal wages. Today to force the worker so to arrive very hard as anybody from them doesn't want to lose work. And with morally-ethical aspect it is a problem, after all workers, getting a job, had agreed on «envelopes». And here heavy fine threat, probably, will force many statement to write. There will be no date on these statements. Then to their businessman show and explain that tomorrow date will be put also to business the official course if the businessman doesn't agree to fulfill the requirement or a wish of the tax inspector» will be given.

V. Roi considers that the embodiment in life of the offer of the first deputy of the chairman of the State tax administration of Ukraine won't have though any appreciable influence on eradication of salaries «in envelopes».

«Existence of such phenomenon as the salary «in envelopes» is a direct consequence of existence imperfect, inefficient, inadequate, not stimulating business development, – the term it is possible to use any - taxation systems, - told V. Roi – accordingly has told to get rid of this phenomenon, it is necessary to change tax laws in a root. In particular, to accept such Tax code which businessmen will welcome an applause instead of against which will shout «Gan’ba! (the Shame!)» on street protests. That's all. All the rest, for example, mentioned by V. Shejbut explanatory work with hired workers that salary reception «in envelopes» is unprofitable at pension charge,- has insignificant value which at all doesn't solve a problem».

According to V. Roi’s opinion, introduction of administrative responsibility of the worker for not informing of tax departments on the salary «in envelopes» is possible will entail serious negative consequences and for hired workers. «I mean at all that can fine the worker, - he has explained. – I’m not undertaking to predict, how many people will be dismissed only because the businessman will suspect someone of ability on arrangement as it will be obligatory for regarding, with supervising bodies against it. As a whole, it is a question of the inevitably general deterioration of relations between the employer and the worker, which and so at us are far from social harmony».
